The Idaho Bass Federation (TIBF) meeting Minutes Thursday, April 19, 2013, 7:00pm.


             The TIBF April monthly meeting was brought to order 7:00 p.m. at JH Sales & Marine, Nampa, Idaho. Those in attendance were:  Davanh Sengsourhino, President-Idaho Bassmasters; Tammy Shuyler-Secretary/Treasurer-Idaho Bassmasters; Steve Day-Communications-Snaker River Bassmasters; Steve Spear-Idaho Bassmasters; Jared Spickelmier-Idaho Bassmasters; Del Orton-Treasure Valley Bass.

Secretary-Treasurer Report-Tammy Shuyler

  • March Minutes. 
  • Treasurer Report.
  • $100 invoice from Steve Day for banquet projector rental approved for payment.

Youth Report-Davanh reported in Brians stead. (Brian was with David fishing at Beaver Lake for HS Championships)

  • Youth Championship Tournament-Scheduled for August 3-4, 2013, on Cascade Reservoir.  Saturday, August 3 ending at 4:30pm, will be pre-fish.  Pre-tournament meeting will be 5:00pm. Sunday, August 4, will be Youth Championship tournament.  There will be a 50 mph. enforced for the day of tournament.
  • High School Championship-Set for May 12, 2013, at CJ Strike Res.  The Soldier Appreciation tournament will be held simultaneously.

Conservation Report-No officer(interested Member sought to fill vacant position) Davanh reported.

  • Lowrance Book-Steve Day has taken over the book and will finish for submission.
  • ISCAC-Raffle tickets were drawn.  Three trips were raffled including bass fishing, Walleye and Cast-N-Blast.  Davanh has tickets for any interested parties.
  • Lake Lowell/Deerflat Refuge ongoing plan review.  Canyon Marine hosted a meeting April 8 attended by 25 people in which refuge planners were available to discuss the plan and answer questions. 
  • Del Orton and Jared Spickelmier were in attendance to discuss the planned follow-up response to ongoing refuge planning to be prepared by the bass fishing community in advance of the CCP May 15 deadline. Del, Jared and Bruce Flesher will prepare the summary response from the bass fishing community specifically addressing the following items on the preferred plan:  Reduce the 200 yd. buffer zone to 100yd.; eliminate the Osprey #2 nest off-limit; seek reduction in amount of no-wake zone; reduce no-wake for Grebe nesting area; discourage banning of ice fishing; and clarification of circumference verses radius.  In addition to the summary response to be prepared, all bass fisherman are encouraged to individually go online at http://www.fws.gov/deerflat/refugeplanning.html  and click the online comment form to provide input. 

Communication Report-Steve Day

  • ISCAC-Steve will continue to monitor activity and attend the meetings.   Go to ISCAC website for legislative summary.
  • Steve learned that the Lowrance project has been changed to a video rather than a book.  TIBF will work on project for 2014.
  • Steve Day is offering to TIBF member clubs to create and maintain club websites. Annual cost $100.  
  • Members can go to TIBF website http://www.idahobassfed.com for all updates and information.
  • TIBF members have free ad space available on website.

Tournament Report-Davanh Sengsourhino

  • Davanh reports April South Qualifier is April 27 at CJ Strike.
  • Must be member 30 days in advance of participating in Qualifier.
  • 2013 TBF Northwest Divisionals are scheduled for May 5-10 at Potholes Reservoir, Moses Lake, Washington.
  • 2013 Federation National Championships in Grand Lake, Oklahoma, this month represented well by Jason Hickey and Jared Lord.  Jason finished 2nd overall and is headed to fish the BFL All-American. 

Old Business

  • 2013 TIBF/TBF/FLW Dues-Renewal dues are now due and payable.  TIBF member clubs are responsible for collection from individual members.   • Motor Bands-Tammy learned about a local contact for Motor Band supplies.  Steve Day will be contacting them for information and costs.  The motor bands will be sold for $20 each.   If this project is economically viable as a profit source for TIBF, it will become a permanent project.
  • 2014 Banquet  planning.  New location is being researched and once identified, will be booked promptly.  A larger venue is needed. 

New Business

  • Lake Lowell Kids fishing day is planned for June 8.  Steve Day will facilitate that the TIBF fishing booth be set up for the event.
