The Idaho Bass Federation (TIBF) meeting Minutes Thursday, April 16, 2009, 7pm.


            The TIBF April monthly meeting was brought to order 7:00pm., Western Marine, Nampa, Idaho.  Those in attendance were:  Bruce, Flesher, President; John Lancaster, Vice-President/Youth Director; Tammy Shuyler, Secretary-Treasurer and IBM; Steve Jones, Conservation Director; Steve Day, Webmaster; Mike Ball, SRB; Kurt Campbell, Idaho Walleye Unlimited & Magic Valley; Don Sechler, Idaho Walleye Unlimited and TVB; Dave Keever, Mini-Cassia and IBH; Scyler Hill, Magic Valley Bassmasters


March 19, 2009, TIBF minutes approved.


Treasurer Report-Tammy Shuyler

  • Treasurer Report reviewed and approved.
  • Steve Day will amend current report format to include Survivor Fund as well as Qualifier accounts for North, East & South
  • $9,000 Ranger boat disbursement:  Youth $1,000; Conservation $1,000; Survivor $250
  • Survivor Fund will be retained and rolled over annually
  • $1 per TIBF membership allocated to Survivor Fund

Youth Report-John Lancaster

  • Youth Championship will be held at Harrison State Park, Coeur D Alene, ID, June 20-21, 2009.  Information on the Harrison State Park can be found in the web.
  • Youth Division is now officially established in Idaho.
  • TIBF will be participating in a REEL Kids event May 1-3, 2009, in Magic Valley.


Conservation Report-Steve Jones

  • Fishing line recycling-Steve advises recycling bin plans and/or kits can purchased online from the BoatUS.  Weblink:
  • Suggested locations:  Cabelas; Sportsman WH, Meridian and Twin Falls; Howard’s Tackle; Tristate Marine; Western Marine and boat launch/takeouts


Communications-Steve Day

  • He has uploaded Tom McVay’s Open info onto website.  The Open proceeds funds the North Idaho Youth.
  • Members are encouraged to review weblink on TIBF website for TBF Championshionship.


Old business

  • Waiver-Cubs are requested to have all members sign waiver and retain the signed waiver at club level.  Each club representative at 4-16-09 TIBF meeting received a copy for respective club to use in this effort.


New business

  • TIBF Banners and decals-Mike Ball, TIBF member and The Sign Shoppe employee will provide TIBF a cost quote for banners and decals.  Mike will share examples at May TIBF meeting.
  • TIBF Website Business Directory-Steve has created the directory.  TIBF members can email their business information to Steve Day at who will post it to Federation website.
  • Scyler Hill provided an update on the CAST planning and pending litigation.  CAST future is unknown in Magic Valley at this point.  Unfortunately, the pending litigation may eliminate the event. 
  • Range Cup money is $400.  We will need to advise Ranger how to disburse.  The following ideas were discussed:

1)      Highest finishing Raner owner receives at end of year.

2)      Split four ways between North, South, East and Walleye.  Exception would be three ways if Walleye does not provide a minimum of three Ranger boat owners.

  • Lowrance-Bruce Flesher along with the entire State Team are registered to purchased Lowrance product at discounted pricing.  Three units are allowed per person.
  • Minkota-Bruce Flesher has sold three Minkota motors to date.  TIBF is allowed to sell up to six motors per year.
  • Solar Bat-All TIBF members are encouraged to solicit a dealer.  A percentage of Solar Bat proceeds will be referred to participating TIBF member clubs.
  • Qualifier format-Qualifiers are fast approaching for North, April 18; East, May and South, June.  Important points of consideration:

1)      Participation percentage determines how many will qualify from each Division for       State Team.

2)       Bruce Flesher is proposing changes to qualifier format to minimize actual events.  These changes will be implemented for the 2010 fishing year.

  • June TIBF meeting will be held in Twin Falls.  Location TBD.
  • 2009 TIBF Banquet planning.  Date:  November 21, 2009

1)      Location search is being handled by Steve Jones.  Tentative location is Holiday Inn-Airport, Boise-The room will be free of charge.

2)      Format will be sit down dinner.

3)      Ticket cost:  Individual $70 which will include State/National TBF Dues, dinner, 1 big item raffle ticket, 20 regular raffle tickets.  Couple $100 which will include state/National TBF Dues, dinner, 1 big item raffle ticket, 20 regular raffle tickets.

4)      Dinner menu:  Beef, Chicken, Fish.  This may be reduced to just two items.

5)      Raffle tickets can be purchased separately.  Those will cost $10 and will not need be present to win.  Regular raffle items can be purchased at the banquet and will need to be present to win.

6)      Big ticket item suggestions:  Gunsafe; ATV; Pellet Stove; Big Screen TV or other ideas.

7)      Regular raffle item suggestions:  All kinds of retail services and merchandise.  Don’t forget the Ladies as well as non-bass fishing guests.

8)      Banquet sponsor with minimum $500 cash or merchandise donation will receive recognition.

9)      Schedule:  5:00pm. Start-No host Bar; 6:00pm.-6:20pm. Guest Speaker; 6:30pm. State Team Awards; Following awards, dinner will begin.  There will be a powerpoint presentation during dinner.

10)   Each TIBF member club is asked to provide 1 raffle runner during raffle event.
