The Idaho Bass Federation (TIBF) meeting Minutes Thursday, January 19, 2012, 7:00pm.


            The TIBF January monthly meeting was brought to order 7:00 p.m. at Western Marine, Nampa, Idaho. Those in attendance were:  Bruce Flesher, President; Steve Day-Communications; Tammy Shuyler-Secretary/Treasurer; Steve Jones-Conservation Mark Roberts-Idaho Bass Anglers; Tom Horrace-Snake River Bassmasters; Davanh Sengsourinho-Idaho Bassmasters; Phone: Brandon Craner-V. President; Larry Burton-Idaho Basshunters; Scyler Hill-Magic Valley Bassmasters


Pre-meeting discussion:  A representative of the Idaho Recreation Council attended and introduced discussion regarding their proposal to have the the State OHV Gas Tax redistributed.  The Idaho Recreation Council is seeking TIBF support of their proposal.  After discussion by meeting attendees that the Average Annual Fuel Consumption numbers should be re-assessed as their projected numbers appear too low of an average, it was a general consensus this to be otherwise a good cause for TIBF to support and all members present voted to support the proposal. See attached copy of their proposal.  There has also been an email sent out previously with comments by Bruce Flesher and Steve Jones.


Secretary-Treasurer Report-Tammy Shuyler

  • 2012 TIBF Membership dues are now due and payable. To date, 60 members have renewed.

Youth Report-Brian Ashton(absent) Bruce reported in his stead.

·         Youth dues-Standard TIBF Youth dues are $6.  Premium TIBF Youth dues are $25. To fish in High School Fishing events, it is an additional $25.  (see separate email by Bruce addressing these dues.)

·         High School Fishing tournament is May 12 which is the day after Divisional event ends.

·         A seminar presentation is being developed by Brian in preparation for the March Sportsman Show.  A booth will also be constructed to facilitate youth fishing technique instruction.  The plan is to construct a lake (blue tarp) surrounded by grass (green astro turf or similar).  Youth will sign up and with instruction from TIBF volunteer, parent will assist their child in the pond fishing/casting event.  Sportsman Show (4) days however casting event will only operatate during Saturday and Sunday.  Saturday, March 3, TIBF (5) volunteers will be needed for hours 11-9. Sunday will be covered by the TIBF State Team.

·         Youth Championship is scheduled for August 5, 2012.

Conservation Report-Steve Jones

  • TIBF Release Boat repair update- Painting and carpeting project ongoing.  Painting is ongoing with TIBF to cover cost of paint.  Carpet removal work date is pending.  Approximate total cost of this project will be $500.00 Member clubs may have their club sticker installed accompanied by donation.  Scyler Hill will facilitate the work completion.  All clubs are encouraged to participate in the release boat work whether it be labor or funds. 
  • Now available are “Let Us Recreate Lake Lowellstickers; TIBF members are encouraged to purchase them to support the Lake Lowell recreation fund.

Communication Report-Steve Day

  • TIBF website update-A motion was made and approved to pay Steve Day $100 for TIBF website over haul.  Steve provided several versions for members to review and provide feedback.
  • Steve Day is offering a service to TIBF member clubs to create and maintain club websites. Cost annually $100.  
  • Members can go to TIBF website http://www.idahobassfed.com for all updates and information.
  • TIBF members have free ad space available on website.

Tournament Report-Bruce Flesher

  • State Team participation-item tabled pending further input and discussion.
  • 2012 tournament schedule has been posted. All clubs should consider the major tournament schedule when scheduling tournaments.

Old Business

  • 2012 Northwest Divisional planning-Mountain Home is location for 2012 NW Divisional tournament on May 6-11, 2012.  Tournament launch and weigh-in will be at the Air Base Ramp.   There will be several volunteer opportunities at Divisionals during May 9-10-11 including boat launch and retrieval and weigh-in.  The Idaho State Team will meet immediately following each days event at Bruce’s motorhome parked at Air Base Ramp for team planning strategy and dinner.  Bruce advises he will need additional cooking equipment to accommodate as he is limited to what is provided in his motorhome. Mark Roberts offered his services including equipment. Bruce reminds members to invite family and friends to all three days of weigh-ins with most important weigh-in being final day May 11. The Soldier Appreciation Day will be held Sunday May 13 following High School Fishing Saturday, May 12.
  • 2012 TIBF Banquet Planning-Date February 18, 2012 at the Hilton Garden Inn, Boise.  TIBF and Canyon Marine, John Burrow, have jointly scheduled FLW Pro Fisherman Brent Ehrler as Guest Speaker for the evening.  TIBF share of speaker fee is $350.  Brent will require two nights lodging with motel providing one comp night and TIBF paying for night two in addition to air fare.   Dinner tickets are now available to purchase $45/ea.  Banquet poster has been published.  Dinner tickets available for sale from any TIBF member club and at Canyon Marine, Western Marine, Howards Tackle, Dry Creek Outfitters and American Classifieds.  Major raffle prize is going to be a Humming Bird 998SI; list price $1995.  A MinnKota 80# Maxum and 80# Fortrex trolling motors will be auctioned.  Major raffle tickets are available for sale at a cost of $10/each.  Must not be present to win.  Okuma is a major sponsor of TIBF and there will be several Okuma items in the fundraiser.  Additional auction, raffle and silent auction items are needed including items for both genders and all ages.  Bruce is planning on upwards of 120 attendees at the banquet. 
  • 2013 TIBF Officers-Bruce is encouraging Idaho members to think about future officer elections. Interested individuals should plan to attend a couple of the board meetings to get a feel for what transpires during the meetings.

New Business

  • Canyon Marine, Nampa, (formerly Tri-State Marine) will hold an Open House day of TIBF Banquet, February 18, in which they will sponsor lunch and Brent Ehrler will be in attendance.
  • Tammy provided information for wind flag bases.  Solid round bases are available at approximately $75.  Motion made and approved for Tammy to purchase wind flag bases.  The bases will be used for indoor and outdoor display at major TIBF events.  Flags were purchased during 2011.
  • Federation Rep Raffle-A new incentive has been introduced starting with January meeting.  Each club representative, appointed official and elected officer in addendance at each meeting will receive a raffle ticket.  A winner will be selected one time per year and awarded TBD prize. Each person receiving a ticket at the meeting was asked to fill it out and give to Tammy to be held pending selection. See attached Federation Rep Raffle information.
  • The February Executive Board meeting will be held at 4pm. just prior to TIBF Banquet start February 18 at the Hilton Garden Inn.
