July Meeting Minutes

The TIBF monthly meeting was brought to order 7:00pm. July 16, 2015, at J/H Marine and Sales, Nampa, Idaho.     • Minutes.
    • Treasurer Report
    • Active Members: 352
    • The $700 check from TBF issued to State Team will be donated to the Youth Account.
    • Alex Torok attending 2015 Youth Nationals in Hot Springs, Arkansas. He is eligible for up to $800 for travel reimbursement from the Youth account.

Youth Report-Brian Ashton
    • State Championship – Cascade Res. – One Youth Qualified (actually signed up). Alex Torok will attend
    2015 Youth Nationals in Hot Springs, Arkansas.
    • State Championship for 2016 Qualifier scheduled for July 26 at Cascade Res.
    • High School Championship update: Two boat participated at CJ Strike – Loren Torok/Kyler Fugate won the Championship.
    • There are growing concens about low youth turnout for the Youth and High School events.
    • Southern Idaho Youth Open is scheduled for CJ Strike Saturday July 18 launching from the Air Force Ramp. There will be 3 age groups. Each can weigh in up to 3 bass and 1 more of another specie. Launch at safelight and weigh-in 11:30am. All kinds of awards. Ladies Open to be held Sunday, July 19 Safelight to 2pm. weigh-in.

Conservation Report-Jason Fuller
    • The structure plan is tentatively scheduled for October 3 at CJ Strike Reservoir. Scott Lepka will be point of contact for building the structure. The concrete will be donated and structures will be built at the concrete plant in Mountain Home. The Mountain Home Hawghunters will build the structure. Jason has pipe material. We will want to ask IDF&G if possible to use their pontoon boat to transport the structures for planting on lake.
    • Lake Lowell-There is ongoing concern about health of the bass in Lake Lowell. It has been determined unhealthy fish due to low food availability. IDFG is aware of the issue. We may need to consider future conservation project such as a crappie transplant.
    • Lake Lowell Open House – Steve Day attended the meeting. Three structures and wave break structures will be developed. Fish & Wildlife will apply for grant to pay for the cost of development. Steve suggested that parking space be increased.

Communication Report-Steve Day
    • Steve is still waiting to receive the North Qualifier results for publication.
    • Scyler will email E. Qualifier results.
    • Steve Day is offering to TIBF member clubs to create and maintain club websites. Annual cost $100. Steve will be sending out his annual invoices for his services.
    • Members can go to TIBF website for all updates and information.
    • TIBF members have free ad space available on website.

Tournament Report-Davanh Sengsourihno
    • Soldier Appreciation tournament update: Tournament was a great success with more than enough volunteer boaters, excited fisherman and great crawdads.
    • Scyler advised only 3 boats participated in East Qualifiers. There was lengthy discussion regarding low East Qualifier turnout.
    • Qualifier update: One more East Qualifier date and South Qualifier August 22-23 at CJ Strike.

Old Business:
    • 2016 Banquet planning-Tammy will contact same location as last banquet, Meridian Senior Citizen Center, to reserve a date. It remains the least expensive location to hold a banquet with great accomodations. Will also have Smoky Davis cater the event. Tammy is continuing to research other valley banquet locations for consideration.

New Business:
    • Fish and Game 2015 Rule Changes – Michael Tauscher advised of current Fish and Game Rule changes. The comment period ends August 31, 2015, and he strongly advises that we all provide our input regarding the following rule changes:
1) Increase daily possession limits. (Members are strongly opposed to increasing limits)
2) Increase fish length to 14” in Eastern Region.
3) Implement two bass limit from Gem Lake to Walcott on Snake River. Michael with member support recommend alternative option preferring off limits during spawning season. PLEASE GO ONLINE TO MAKE COMMENTS BY COMPLETING THE QUESTIONAIRE at no later than August 31, 2015. The rule changes will take effect January 1, 2016.
    • Zebra Mussell scare!!: There was a Zebra Mussell scare in Franklin County. Inspections are being stepped up by irrigation companies. Quagga and/or Zebra Mussell have been found in Utah. It is believed to have been brought in by the wave boats.
