The Idaho Bass Federation (TIBF) meeting Minutes Thursday, March 15, 2012, 7:00pm.


            The TIBF March monthly meeting was brought to order 7:00 p.m. at JH Sales & Marine(formerly Western Marine), Nampa, Idaho. Those in attendance were:  Bruce Flesher, President; Steve Day-Communications; Tammy Shuyler-Secretary/Treasurer; Mark Roberts-Idaho Bass Anglers; Tom Horrace-Snake River Bassmasters; Scyler Hill-Magic Valley Bassmasters; Phone: Brian Ashton-Youth Director

            Note:  The TIBF 2012 Annual Banquet was attended by over 100 members and guests  TIBF fundraising efforts from Live, Silent, Major Raffle and Regular raffles resulted in adding $6,000 to the general fund.  Those monies will be disbursed to support TIBF Conversation and Youth.   Congratulations to Mitch Pearce in winning the Major raffle item, a 998si Humminbird.  Brent Ehrler, FLW Pro, was a big hit at both Canyon Marine’s Open House and as a guest speaker at the banquet.  He graciously allowed photos with members and willingly shared his bass fishing experiences and advice.  Thank you to Ranger and Canyon Marine for sponsoring Brent’s trip to Idaho.  We wish to acknowledge special thanks to our sponsors Dry Creek Outfitters, Dobyns Rods, Minnkota/Humminbird and Okuma.  Thank you to all those who attended, contributed, volunteered and sponsored resulting in the 2012 Annual Banquet success. 


Secretary-Treasurer Report-Tammy Shuyler

  • Minutes approved
  • Treasurer Report-Tammy reported that TIBF fundraising resulted in $6,000 banquet proceeds. 
  • 2012 TIBF Membership dues payments continue to come in….need to get them paid prior to tournament season start in order to be covered under the TBF umbrella insurance coverage.

Youth Report-Brian Ashton

·         The Sportsman Show booth was a huge success receiving accolades and admiration of many who attended.  Brian reported that 500+ kids stopped and fished at the booth.  The change in format received favorable response and allowed the parents to participate and assist the kids while they were fishing.  The booth was open Saturday and Sunday only this year March 3-4. Volunteers manned Saturday during the hours 11-9 and Sunday was manned by the TIBF 2012 State Team.  Because of its popularity, Deer Flat Wildlife Refuge is asking that the same booth be set up during their Bio-Blitz event June 9.

·         High School Fishing tournament is May 12 which is the day after Divisional event ends.  Brian reported  High School Youth are being recruited and has a few commitments to date.  Any student interested in fishing, needs to go to the Student Angler website to register for participation.

·         The National Guard Junior World Championship (NGJWC) is scheduled for August 5, 2012.  John Hickey will be representing the 15-18yo Age Group.  However, no one qualified in the 11-14yo age group.  TBF advises we need to send someone in this group so an effort is being made to identify a 11-14 youth interested in participating.  All interested youth are asked to submit their interest to club president/representative who in turn will notify Bruce Flesher prior to Aprils TIBF monthly Board meeting April 19.  The youth must be registered as a premium youth no later than April 16. A youth will be selected in a random drawing at the April 19  Board meeting.

·         NGJWC travel fund-A motion made and voted to give up to $1,000 each youth participant and family for airfare and travel reimbursement.  Must be supported by receipts.  Youth Director will accompany youth/parents/guardian to Nationals in August.

Conservation Report-Steve Jones absent (Bruce Flesher reported)

  • TIBF Release Boat repair update- The boat update and remodel is nearly complete and will be ready for upcoming Open and Divisional tournaments.  The repairs included new decking, carpeting, repainted, new console, rewiring and decals.  Cost came to $500 and their were approximately $1,000 in donations to cover balance of expenditures.

Communication Report-Steve Day

  • Steve still needs Idaho Basshunters information to complete their website.
  • Steve Day is offering a service to TIBF member clubs to create and maintain club websites. Cost annually $100.  
  • Members can go to TIBF website http://www.idahobassfed.com for all updates and information.
  • TIBF members have free ad space available on website.

Tournament Report-Bruce Flesher

  • State Team participation in fundraiser events-Fundraisers benefit the State Team 100%.  There are two fundraisers during the year which require State Team participation:  Jack and Jill ($25 each team designated to State Team) and Ultimate Angler (contribution varies depending on season long Ultimate Angler participation).  Bruce hopes to have participation guidelines finalized and in place prior to this years Qualifier season end.  He is seeking input from membership toward that effort.  Item tabled pending further input.
  • 2012 tournament schedule has been posted. All clubs should consider the major tournament schedule when scheduling tournaments.

Old Business

  • 2012 Northwest Divisional planning-Mountain Home is location for 2012 NW Divisional tournament on May 6-11, 2012.  Tournament launch and weigh-in will be at the Air Base Ramp.   There will be several volunteer opportunities at Divisionals during May 9-10-11 including boat launch and retrieval and weigh-in.  The Idaho State Team will meet immediately following each days event at Bruce’s motorhome parked at Air Base Ramp for team planning strategy and dinner.  Bruce advises he will need additional cooking equipment to accommodate as he is limited to what is provided in his motorhome. Mark Roberts offered his services including equipment. Bruce reminds members to invite family and friends to all three days of weigh-ins with most important weigh-in being final day May 11.  Bruce is seeking interested four (4) volunteers for each day weigh-in and also considering having volunteers launch and retrieve boats. Clubs should discuss with their membership the importance of attending the Divisionals in support of our State Team as well as volunteer opportunties.  He would also like to have transport ie. ATV or golf court for fisherman delivering bags to release boat.  The Soldier Appreciation Day will be held Sunday May 13 following High School
  • 2013 TIBF Officers-Bruce is encouraging Idaho members to think about future officer elections. Interested individuals should plan to attend a couple of the board meetings to get a feel for what transpires during the meetings.
  • Farewell Bend Cleanup April 21-We are seeking a minimum 10 volunteers for this scheduled cleanup.  Bruce reminds membership that the State of Oregon Fish and Wildlife has waived our tournament fees and this is a way to compensate them for that waiver.  Watch for separate email to be sent out to membership from Bruce.

New Business

  • 2013 Banquet raffle items-Bruce wanted to pointed out that we had extra items this year since we did not have a banquet in 2011.  As a result sponsored items for the banquet were nearly double what we would normally see during a season.  We will need to plan accordingly for the next banquet fundraising effort.  Our current sponsors are Lowrance, Humminbird, Okuma.  Refer all to the TIBF website for all sponsorship opportunities.
  • Bio-Blitz sponsored by Deer Flat Wildlife Refuge-The refuge would like to see the same booth we had at Sportsman Show set up for their one day event, June 9, at the refuge.  Bruce points out we also have a Qualifier and the Jack n Jill scheduled for that weekend.  He is seeking a volunteer group who could assist with that venture.  Watch for separate email to be sent out to membership from Bruce.
  • Federation Rep Raffle-A new incentive has been introduced starting with January 2012 meeting.  Each club representative, appointed official and elected officer in attendance at each meeting will receive a raffle ticket.  A winner will be selected one time per year and awarded TBD prize. Each person receiving a ticket at the meeting was asked to fill it out and give to Tammy to be held pending selection.
  • Appreciation plaques-Steve Day will order plaques for our major sponsors.
  • Board members jerseys-There is a program available with Gemini through the TBF Store to purchase jerseys.  Bruce points out these can be purchased by Board members and fisherman once a design is available for TIBF and have them customized with names, club name and if board member, designation ie. President, VP etc.  Tom Horrace volunteered to research and report back at next April board meeting.
